Thus we should use the talent TV instead of Glacial if we have single target? No. Even on one target, GS is top dps by a non-trivial margin. You should never cast a Glacial Spike at a single target that you won't be able to shatter, whether it's shattered with a brain freeze proc or through frost nova/pet freeze. So, if you are on a dungeon/raid boss (where you cant freeze targets), and you have 5 icicles and no EB, then yes, you should ...

Can someone comment on the seabreeze proc/if it is good for frost? I'm not for sure, but I feel like having crit/haste budgeted at the same ilvl would be much better. Also the fact that I cant find anyone near the top of simdps on wowprogress who has seabreeze equipped makes me think this.

Thanks! Followup, I'd assume there's a cancel scenario for EB, yes? That is, if you are on 4 icicles and no BF and EB is off CD, you would frostbolt (5th icicle) -> EB -> GS -> Flurry. However, if you happen to get BF on your fifth icicle frostbolt, then it would be a waste of your EB CD to cast ebo...

The specific situation I am wondering about is when you are sitting on 5 icicles and EB is off cd, and you're casting several frostbolts in a row waiting to get BF proc.
