1. You don't need 33.34% crit as frost. It's a cap, but you don't actively go for it. 2. Simply adding Masterful will not reduce your crit. Stats don't work like that. Infinite stars is a sim trap, and it rarely works out well in either M+, or fights within the current raid.
I'd just use the hyperthread bracers.

Gs build as in standard frost, or noIL? NoIL prefers Mastery.

As in all things, it's probably best to sim it to know for sure.

You're doing low dps because you're not utilizing any of the top performing Frost specs. You'd do more dps simply going and gearing for either NoIL, Forb or even standard spec.

GS has a minimum range (~8 yds) where it wont shatter.

Using Ebon on CD except when you have 4+ icicles is a very slight dps increase. Probably around ~0.3%.
It's not a big swing either way. If you prefer to have Ebon as backup, you could hold it and there wouldn't be too much difference.

Certain configurations of stats/traits have made LW/FT/TV more competitive, but it's not universal.

Generally, GS is still stronger on average.

The only stat that affects BF proc generation is haste.
The reason you're seeing crit drop is because Frost generally wants a balance of all stats (except mastery). If you have too much crit over other stats, it's value will drop in relation to the other stats.
