For the most part, for Frost mages, you'll just want to keep enough tier pieces to get the 2pc bonus. Having H/HWF gear definitely is better than using Normal or lower tier pieces.

You could set the haste breakpoint to the commonly used 14242 in AMR, but I think that's about it.

PBoI is mandatory. After that, KTT is better than BBoY, assuming same ilvl.

It depends on your kill times. I know there's a chart floating around here or MMOC. But if you can fit three combustions into a fight, you'll want to use your opener with all of your procs, delay the second one a bit for when PBOI does proc, then your third should line up with PBOI again.
