I often open with waterjet, because if you cast it just before your first frostbolt goes out, and then hit IV/lust, you can fit 3 frostbolts in before WJ ends.

But if I do that, I should always be at 20+ yards right? Before that it's a waste to FB?

I think there was mention in the hotfixes that the first projectile of Flurry will be faster, so that may solve the range issue with the FB>BF combo.

It's multiplicative, not additive. 1.35 * 1.3 * 1.3 = ~2.28, or %128 increase

It largely just depends on your gear, including artifact, and your talents. I recall having int on top as well at lower gear level. I don't think there's anything unusual going on. Crit should increase in value as you gear up and level your artifact.

Equip the piece of gear with crit. You lose over 600 crit for 342 intellect. If crit was a secondary stat on higher ilvl piece of gear and or a socket as well. There is no magic number. Yes you want as much crit as you can get, but that shouldn't always come at the cost of ilvl. I'm only at 54% or so, because I can't get certain drops with crit to come anywhere near in ilvl to the ~880 items I'm wearing without crit.

Well if it's for progression, likely the final burn is more important so you'd want to optimize for that. This sounds more like an attempt to game ranks, which would make me assume the boss is already on farm and the final phase isn't something to worry much about.

U have to sim ur char with different weapon enchants (I know its expensive) for it.

What's expensive about simming? You can just make a copy build at the bottom with the different enchants and they'll run in the same report.

In that situation, you want do want to use up one of the BF-FFB procs, as it does have a higher DPET. However, since it is likely you'll be casting another FB before you see the second BF proc, you should finish casting FB and follow it up with an IL, followed by the BF-FFB.
