Does the Ebonbolt > Flurry sequence take into account that Frostbolt crits reduce the cooldown of Icy Veins? I'm at -2.5s per FB crit. Is there a cutoff, for example at -1.5s it's better to EB > Flurry but at -3s it's better to EB > FB > Flurry ?

It's actually a 6% increase - from 24 to 30 - if I'm reading the notes correctly. FWIW, pre-buff CmS simmed highest for me on 4 targets, so I've been using it in M+ and am happy with the results. Did you sim your character?
