Well they have 3 weeks to "buff" it back up. It would be nice if they made a legendary that was specifically good for single target with bracers, considering that is fire's biggest struggle area. Having Bracers/Shoulders as an option for ST play would have been nice....

If you have gotten all the possible Legendaries for a certain spec, and that spec remains your "loot spec" you still have a chance to get a legendary from a different spec.

Our tank had all of the guardian druid leggos and he looted a boomkin legendary the other day while guardian spec.

If everything stays as is, Shoulder/Bracers will be far ahead of any other combination - and I believe they might want this change. I don't think fire having 2 BIS leggos as non tier slots.

I don't really see a situation where Bracers/Shoulders wouldn't be optimal. I DO see a situation where they nerf these shoulders though, because as they are they are very good. There is no reason to save PF for Combustion when having Firestarter is essentially having Combustion up. I just treat the first 10% as if I had Combustion up and go through my normal rotation, and when the boss gets to 90% I pop combustion during my next cast. Ideally casting a Bracers proc Pyro @9...

I've personally found it very useful on a lot of ST fights. I use it on Krosus because it essentially adds an extra combustion. I don't believe Fire needs reworked - and that blue post doesn't list Fire as a spec that needs reworked which is fine. However, Fire does need a buff, while keeping the game play the same. 10-15% honestly is almost necessary for almost all spells.

Yeah I just feel like IF > RoP. No cast time for using IF, no risk of having to move out of RoP for mechanics. I feel like this spec, while is can be bursty with RoF, it is more about sustainability, and IF grants that.

Incanters Flow is simming higher than MI and RoP for me, idk about anyone else.
