Even with Rop my 4x T20 (average of the tier pieces ilvl 935) sims ~80k higher than 4x T21 (ilvl 945). T21 starts to get better at ilvl 960 and this is with Bracer+Belt legendaries. If I sim with Bracer+Gloves legendaries the T21 @ ilvl 945 and up sims better but not by much ~5k. Simmed with talents...
