Shard and Archmage are the top 2 legendaries for damage output. If you think you are okay without a mana legendary then I'd say that's the way to go.

Of course it depends alot on the rest of your setup, so:

My knowledge is rather limited, but to me getting your stats in order early on will make it more convenient to upgrade your tier pieces and will make other considerations such as trinkets easier too.

That first setup might sims for the same amount but it looks rather inconsistant with such low crit.
