I interpret it as definitely dead. And 19347 > 14242 on any fight with more than one target for pretty much any duration. But it's so close it shouldn't matter.

Pretty sure each of those peaks represents a secondary or tertiary breakpoint during +haste windows with added bombs. It's an illustration as to why 19347 is chosen over 18960, as it should also be one of those "peaks" with a jump to DPS.
