Question about shards of nothing and PC

Should I hold my PC 30 seconds to line up with shards? Or should I just use shards whenever it comes off cool down?

In general, I wouldn't hold CDs unless I don't lose an extra use on it. In Highmaul that has only really happened on Butcher.
