Nether Tempest, Temporal Power, & Haste

Has anyone done any testing to see if:
A) nether tempest scales with temporal power
B) if it does, does it scale dynamically or does it snapshot damage at the time of cast.

Thanks in advance. I figure this is easy to test, but I'm at work brainstorming new strats for xhul / iskar. And maybe even for the cleave encounters.

Side notes: I don't have the class trinket, it seems maybe UM was overvalued, and supernova doesn't gain much from haste. Maybe the underlying question is how much value does NT gain from scaling damage buffs and haste on 1-X targets.

Yes, dynamically. Nether Tempest is dynamic with everything except Arcane Charges.
