So I have still not been able to get any version of PBI, right now I over recommend 15832, and I have KTT and BBoY (both LFR) Currently both my trinkets proc non-stop, whereas on my lock who has a normal Warforge PBI (have not gotten any heroic version of it to drop/give) doesn't like to proc for anything. I have gone 1min+ into start of a fight to have it not proc.
So my question is, is PBI really worth it? In addition, what does the amp really do in terms of benefits to haste, crit, etc. I have it on my lock, but cannot get it on Mage, and seem I have the haste needed, so do I really need PBI?

Yes, you do. Had similar problem for months. Swapping 556 FCoR with 582 PBoI increased overall patchwerk damage by ~10%. Of course, BBoY/KTT are not as useless as FCoR, but you'll still notice increase.
PBoI does actually proc, proc's name is "Expanded mind". Take a better look, you'll definately notice that proc in combat. As far as I know, PBoI procs ~ once in 2 mins, so it's relatively easy to sync it's proc with burst, what's quite important for lock.

Yes, its worth it. The proc can be frustrating sometimes, particularly at the start of the fight as you get everything except PBoI up and you're all set to use AT but the damn thing just takes its sweet time ... but its still an amazing trinket. The proc is strong, which is why we want to capture it via AT, and the amplification is great.
I've not seen any comparisons or tests that compared heroic and heroic wf trinkets with LFR/Flex counterparts, so its possible that some of those trinkets might beat out an LFR PBoI (probably not Flex) but since you have 2 LFR trinkets any version of PBoI is going to be a good upgrade.
I don't know if your mage is an alt and doesn't raid much beyond LFR or Flex but I'd make sure that you at least do the 1st wing of both LFR and Flex on it every week you can.

I track the buff using ExtraCD, and I know when it procs, and when its ICD is up. I open with Dark Soul and the trinekt needs to proc during that window, not after it be used up. I suppose to open using Dark Soul so waiting for it to proc doesn't work. As my opener I must be able to get off 2+ CB during the opening pull.Yes, you do. Had similar problem for months. I just don't see the trinket procing lot. When its CD is up I seen it sit for 30-1+min before procing again making me have to hold everything off. When it proc at pull Locks open for 1mill+ when it does, I open for 700-800K that a big dps difference for a single trinket proc.
Like I said can't seem to get it to drop/give, since I play Frost Mage and have all that haste it will proc like no tomorrow off CD and be good I bet. However going from just my experience with it on Lock, I get the feeling the trinket not worth it.

My main is a 574 Destro lock who has normal warforge version of PBI (have not seen it drop / bonus rolled a heroic version yet). On my lock I swear seems the trinket is worthless. For the Mage, I just can't seem to get any version, I have LFR trinkets as I have not been able to get any version higher yet. Since I had 15K Haste was wondering if I should keep wasting time trying to get the trinket or just move on.
Also Mage is alt 554 so I do Lfr, Flex, and even normal SoO trying to get upgrades, and trinkets just will not drop. PBI will not drop/give at all.

I understand how frustrating it is to not see PBoI week after week, but it won't change our answer that it is the by far the strongest trinket in game. Even a flex version would be comparable, probably even superior to the heroic warforged RPPM trinkets.
If it's not on ICD, I can't say I've heard cases of not proccing more than 30 seconds after pull. bad luck can make it proc later, around 10-20 seconds. Over 1 minute is mathematically impossible if no bugs are involved. Have you been performing activities that unintentionally trigger the ICD, such as taking it off or moving it from one trinket slot to the other? If you use automated equipment managers, this could be happening.

Just to illustrate how good it is, I have a HWF PBoI. It increases my mastery by 1663 and my haste by 1403, which more than even a HWF BBoY. Or to put it another way, A HWF BBoY will give me 2715 secondary stats, which is almost exactly the same as a non-heroic WF PBoI.
Then there's the crit damage increase. I took my most recent Garrosh parse and the crit damage increase of my PBoI constituted 5.2% of my total damage, which is almost the same as my KTT's 5.39%. So in order to get the equivalent effect of a PBoI you'd have to combine both a BBoY and KTT. So in effect, it's worth two trinkets.

No as I only own the two trinket on the lock a Warforge (normal) PBI and a non-warforge KTT. I run 10437 the sweet spot, and have had it take a min to proc. Like I said I open with COE - DS - Immolate - 2x Conflag - 4x Inc - then 2x CB followed by another immolate. Takes about 10-20sec to do all of that. If PBI doesn't proc during that time, I go from opening 800k+ to open for 400-500K that big of a difference. my KTT procs just using COE, no reason trinket not procing like it should. If its ICD is on cd when we get to boss, we wait for it to be done so I can have it at pull. We do that for everyone trinkets. If we pop Hero at start I throw in a ROF on boss. Meta/Hero -> ROF = lot of ticks quick, should proc the thing. Maybe it was bugged that day it took min+ to proc. PBI might be a KTT and BBoy in one, but if it doesn't proc it pretty useless. Also does the amp happen all the time or only when it procs the int?

PBOI will proc within first 30-40 seconds on literally 99% of the fights. It can be extremely frustrating (especially for fire) if it doesn't proc within first couple of seconds for your AT burst, and it will hurt your DPS a lot if you're doing 2-4minute pulls, which sucks, a lot, it's still worth that risk though. Especially on long fights.
