Sim yourself to determine your stat weights. Intellect is up there as one of your best stats. Generally speaking a higher item level piece will be better. Unless it has irrelevant stats, the int gain makes up for the stat loss. But, as mentioned before, sim yourself to see. People are suggesting it for a reason, because it gives you the information you are looking for. Like, with just your current sim weights and Pawn you can easily see if a piece is better (not applicable to tier and trinkets), then sim yourself to see the actual DPS gain.

Going straight for the crit cap while disregarding your haste is not optimal. You need to keep the stats within a range of eachother. There are certain points where haste is actually more important than crit, even before the shatter cap. It is not an absolute must.
