I don't understand why Medallion is 2nd best for TV

Mastery sucks and looking at top logs it seems like the active does around ~6% overall. Is that a lot?

Can't help but feel like Charm is undervalued for whatever reason. Base intellect plus pretty substantial haste buff every 1:30 seems awesome. Can be paired with orb pretty reliably and IV every other or so

Am I missing something?? I completely get why its OP for Arcane/Fire, but not getting why for frost, particularly TV
