Withered J'im this week, should I try to get Arcano Crystal

I am trying to get the Relinquished one and I'm sure I'll get it eventualy (like a week before the next expansion).
...but is the 860 variant better than Heroic Terror (for frost or fire)?

I've seen some mythic raiders running with it, but guides and other sources put it behind Owl and Terror.
So I guess with more intellect it's value gets higher.
Should I try to burn my six seals trying to get it?
