Does Tarnished Medallion snaphot stats?

Hello fellow mages

I am curious about the dmg of Tarnished Medallion. Does it snapshot your stats on use of the trinket for the whole duration or is the dmg of each tick / proc of the trinket being calculated separately?

If its the first case (snapshot stats for the whole duration) than I would think it would be beneficial to wait few seconds (2-3 s) for IF stacks etc.

If it is the second case case than it doesn't matter.
