Frost mage - parse low for my ilvl

I'm parsing low for my ilvl. Any suggestions on what I am doing wrong would be great thanks.
I've linked HC Shad log below as it is single target and i think easier to review:

Talents:
I'm rocking with 2211321 as i currently sim higher dps than my previous build (was 1213323).
My own observations:
I think i only munched 2 brain freezes.
I need to get lucid dreams to rank 3
