It's kgPanels and WeakAuras combined together, taken from here:

I'm pretty sure the addon is Weak Auras 2 (http://www.curse.com/addons/wow/weakauras-2" target="_blank).

This is not default behavior, to get the Arcane charges to be displayed like that, you will need their import string. These can usually be found on different forums. E.g. There is a dedicated thread here. http://altered-time.com/forum/viewtopic.php?f=20&t=111" target="_blank

As a matter of fact, I'm quite interested in the string for charges/timer/mana. The other baubles are for CD/trinkets pots i guess?
