I think that every 90%+ is more about luck with procs/boss targeting with abilities/boss encounter overall/raid setup.
This is very far from the truth. 90%+ ilvl bracket depends almost entirely on skill. Very good players don't get there only when they have bad luck, not the other way around.
Overall scores depend on gear (in addition to skill), you will never be very high there if you are not extremely geared.

Dont be offended by random pleb, it was not in my intention to insult you or something else, sorry. I just wrote how i feel it, if I am ignorant then be it.

That is what I meant, maybe I just formulated it wrong. "boss abilities/boss encounter overall/raid setup" is in category bad luck, your procs is in good luck. So it's like you said. If he can be in 90%+ maybe without bad luck and with some good luck he can be in 98%+. But nevermind, I think we are offtopic and I am not experienced enough to argue with you, so I'm out.
