Question about Icicle

I skipped BFA completely and I discovered that Mastery: Icicles was changed to % of Spell Power.

Did they change when Intellect and Mastery is calculated or not ?

I was thinking of Mastery proc and Intellect on Use. If it still stored, we want to store them during it. But if buff is taken into account at Icicle launch, it can have some impact on GS.


(it's not like it can have an impact on the viability of GS ...)
