actually i have exactly the same problems. For me its actually Haste>crit>multi with crit-enchant on weap and every socket/gem = multistrike. If i change 2 enchants to haste Simcraft provides me more dps and multistrike is getting the less important secondary stat even after versatility and mastery (lol).
interested in armory / values. Reaching multistrike cap should just be a problem with specific gear sets on very high itemlvl. Probably mythic warforged stuff or lots of sockets.

Weapon enchant x2 ~15% (1000 multistrike, 66 rating = 1%)
Icy veins ~ 30%
Bufffood ~ 2%
Buff 5%
~48-50% from gear depending on which bufffood you do eat. But the decline of multistrike as a value may happen before that value (I doubt that one). Thats the reason why I'm interested in your gear. Anyway, if you're able to reach that one exchanging items for higher itemlevel ones may be more rewarding than changing enchants. Higher itemlvl = more int. Int wins.
hmm i guess u did forget something.
icy veins with frost mage draeoner perk (improved icy veins) is giving u 45% multistrike, not 30%

so with the VP-upgrades u are pretty fast over 100% with all possible buffs:
~41-44% MS from gear (average on heroic gear level)
~45% MS from IV
~2% MS bufffood
~5% buff

93-96% Multistrike. If ur weapon enchant procs now u are over 100%

pls tell me what the mistake

My mage with near BiS, fully upgraded, a few WF pieces has 41.3% MS unbuffed if I gem and enchant MS. For weapon enchant haste is generally a better option even for frost, regardless of capping (there are probably edge cases where this isn't true). That being said, it's probably something to watch out for if your gear happens to be very heavy on multistrike. As Skiz mentioned though higher ilvl gear is generally better even without optimal stats.

hm thats a little bit suprising to me because i am just heroic gear and got nearly 44% ms unbuffed, normally u should have more?

could i get a link to ur armory?

and what u are saying to the 100% ms cap?

Note that the armory doesn't pick up upgrades yet. Also my gear is currently gemmed / enchanted for arcane, but I used AMR to optimize for frost to see what my maximum multistrike would be.
