Why is Rotcrusted Voodoo Doll so good for Frost?

I've noticed on the sims that Rotcrusted Voodoo Doll is insanely good for Frost single target. I am curious as to why and if i need to use it at a certain time to make full use of it.

Because frost doesnt have a burst windows to put stat boosts in they are less effective. Even a random proc trinket has a chance of procing inside arcane power, combustion or rune of power for example. Also I think the damage may be increased by Incanter's flow? Not sure. Its a strong trinket for all int classes but the others are weaker for frost.

Rune of Power and Incanter's Flow do not buff on use trinkets.
