1-2 targets: Freezing Winds vs Glacial Fragments

Is there a general consensus as to which of these two legendaries fares better when we're dealing with fights that are mostly 2 target (stacked for cleave) but sometimes revert to single target setups? Think Generals, Huntsman, Lady Innerva, etc. kind of situations. Wondering if Freezing Winds competes better by allowing more guaranteed cleave via Orb when needed and guaranteed procs for both Thermal Void and Icy Propulsion optimization, OR if the 100% exploding lances under Blizzard compensate for legendary downtime when only 1 target is present?

For me Freezing Winds works better in two Target Situations like Huntsman Altimor and Generals. Lady on heroic i would always go frostburn because of the low uptime of the adds. Glacial Fragments is almost useless as long as there is just one target present and that feels bad.

Also Freezing Winds is my top leggy for M+
