Well if you are on a 2 target fight E.g council, velhari, Fof with archimond trinket will have higher dps than BF so i feel that if you have to munch one of them on a 2 targets fights you would have to munch BF (in case of too many proc) because with archimond and glyph of splitting ice Fof pull ahead so if you have no choice to munch one of them i would rather munch a BF proc

Well, that also depends on the priority of your targets. On both fights you mentioned (council, archimonde) and really on most HFC fights where you can cleave, you often want to be killing 1 specific target and the cleave is just an incidental bonus. So in those cases you should be using BF first for the highest damage on that target.
