In practice, are those still very roughly the general goals of a mage? Will they have to to go 50% on single target and higher on multiple targets in general terms? Will they have to take into account that it should take 2 ticks on single target and therefore they could go lower during Bloodlust or is it mainly a constant thing?Yes, that is a quadratic function based on the target number. It is a poor-man's version of an asymptotic curve. Basically the goal is to keep the single target threshold the same (50%, ie. ~2 ticks of evocation), while getting closer and closer to 75% (ie. ~1 tick of evocation) as the target number increases. It only works until 4-5 enemies, but after that the AOE action list takes over anyway.

Are you asking if, after time has passed, we still follow these rules? In practice, are those still very roughly the general goals of a mage? The "in practice" rules are built from the SimC rules that result in the highest DPS for a reasonable fight type / length. There are no "in practice" rules to base them off of - that's a chicken before the egg kind of thinking. If you're asking does mana generally tend to float higher with increasing target number, and therefore invalidate the gains of burning deeper, the anwser is yes. And if you play something like AO on multiple target fights (Beastlord is a good example of this) you'll notice you tend to float higher mana much more easily, even when trying to burn - so there is no need to burn so deep/long.
I honestly don't know what you are asking here - you asked a question about a post that answered the question you asked.
Re: [SimC] WoD Arcane SimC Discussion
I don't expect you to believe hearsay. I expect that you change values of mana where the burn ends on simscraft scripts and later conclude to what mana values bring the highest DPS between the values you have tried. In this particular case I wonder for people interested in single target, should they be aiming for 50% mana for the entire fight or should they go lower for only the portions of the fight that a single tick would give higher mana, during Bloodlust usually (something similar might exist for multiple targets I guess, but with higher mana possibly)?
